Remove deprecated `typing.no_type_check_decorator`

Since it is 3.15 now 🎉 we can remove things that were deprecated and scheduled for removal.

As of this year we prefer a 5-year deprecation period before removing things (https://peps.python.org/pep-0387/#changelog). Why do we need to remove this now?

@JelleZijlstra it says remove=(3, 15) :)

I though that pep-387 would only apply to new deprecations, not already scheduled ones.
I don't think that anyone is using this feature at all, there's no need to keep it.

Side note: I really don't like this PEP :(
