DOC: fix link redirect to "Documentation Translations" #111747

https://devguide.python.org/documenting/#translating
is now forwarded to
https://devguide.python.org/documentation/start-documenting/index.html#translating
which is the "Getting started" section of the "Documentation" chapter of the Devguide.
The latter has a subsubsection "Translating" saying that the content has moved to its own subsection,
"Translating". The "Style guide subsubsection has similarly moved to its own section.
https://devguide.python.org/documentation/translating/ is now the proper link
to the list of Github pages.

On the Dealing with Bugs page there is a link to Documentation Translations which has been moved from https://devguide.python.org/documenting/#translating to https://devguide.python.org/documentation/translating/
