Clean up peg_generator: Remove data, scripts and maintain them elsewhere

Since the peg generator has reached a certain stability (I don't see us adding any major new features to the generator in the near future), I think it'd be best if we remove the data and scripts directories from Tools/peg_generator and leave the bare minimum needed in the CPython repo. This will remove the maintenance burden of trying to keep them up-to-date.

We can continue to maintain them on the pegen repo and use them there, if we need them.

I've opened a PR that removes as much as possible just to see what's possible and start a discussion around what (if anything) we want to keep.

I am fine removing all these things, it's being a while since we have using them. I think the last time I used these was to profile the parser on something.
