feat(release): capture and utilize GitHub release URL in notify job

- Added step to capture the release URL during the release job and store it in `dist/github-release-url.txt`.
- Updated `NotifyIssuesModule` to read the release URL from the file if the notify URL is not provided.
- Adjusted the notify job to use the captured release URL instead of resolving it by tag, improving reliability.
