Reasons for the request
I'm a maintainer of the long-standing open-source project called Grackle, and I'm looking to publish our python interface (called pygrackle) to PyPI. While configuring a pending-publisher, I got an error stating that "This project name isn't allowed." However, no such project seems to exist.
I'm opening this issue to inquire why the name isn't allowed. Specifically, is it reserved by someone? If so, can you tell us who (so we can contact them)? Or is it forbidden for one of the reasons listed on the PyPI help page?
