This changes the minimum userpath version to 1.5.0, so that we can take advantage of the new userpath behavior in bash to only modify
~/.profileOR~/.bash_profilebut not both.Some systems do not have a
~/.bash_profilefile but do have a~/.profilefile. In the past when userpath (orpipx ensurepath) created a new~/.bash_profileit actually prevented~/.profilefrom executing and caused problems (e.g. #456 (comment)).See #456.

Test plan
Tested by running
