This pre pip install path should no longer be neccessary when adding packages.

The issue

Intended as a performance optimization and to reduce code complexity -- there should not be a reason to pre pip install the new packages before resolving and batch installing them.

The checklist

• A news fragment in the news/ directory to describe this fix with the extension .bugfix.rst, .feature.rst, .behavior.rst, .doc.rst. .vendor.rst. or .trivial.rst (this will appear in the release changelog). Use semantic line breaks and name the file after the issue number or the PR #.
