Remove the PEEP process #6165
Description
We don't use the PEEP process; the current maintainers have never really understood what it was supposed to accomplish, and it pre-dated Github Discussions and better use of the issue reports. It seems to create more friction than we intend -- so lets remove reference to the PEEP process since we don't follow it anyway.
