Upstream the packaging patch

Upstream the https://github.com/pyodide/pyodide/blob/main/packages/packaging/patches/0001-Add-Pyodide-compatibility.patch for the packaging package

Motivation

Packaging is a pure Python dependency, so it would be nice to be able to install it directly from PyPi without the need to build a patched version

Pitch

Since the patch is quite Pyodide specific, I think the upstream should come from the Pyodide team

Alternatives

Hi @juntyr, a PR has been opened for the patch by @hoodmane: pypa/packaging#804, but it hasn't been merged yet. Thanks for bringing it up!
