"Install latest pyodide-build and build dependencies" is really slow

I don't know why this is the case, but this step in the build job takes multiple minutes, when it shouldn't be a matter of more than ~20–30 seconds, even on limited bandwidth. I think we should investigate why this happens.

It is because we are still in Numpy 2.0.2 and there is no numpy 2.0.2 wheel for Python 3.13 in PyPI. So whenever installing xbuildenv, it builds numpy from scratch.

When pyodide/pyodide#5563 lands, it will improve the speed a lot.

I upgraded numpy version in xbuildenv and now it takes only 10-20 seconds. Closing.
