docs: simplify agent instructions and skill routing

Agent instructions loaded long repository maps and operational workflows even for small edits. This keeps AGENTS.md focused on shared constraints, makes skill descriptions specific, and routes launch/pairing, device delivery, and upstream operations to relevant references. It removes duplicated explanations while preserving data/process isolation, Pylon identity, native fingerprint checks, focused verification and existing authorization boundaries.

Validation: all eight skill entrypoints passed skill-creator validation; 18 changed-file relative links and diff checks passed; the repository pre-commit formatter passed. Independent read-only scenarios covered server fixes, read-only iPhone diagnosis, and continued browser iteration; reported reference issues were fixed and rechecked. No application or device behavior changed, and no full local suite was run.
