Originally, the base image puckel/docker-airflow:1.10.9 use airflow==1.10.9, python==3.7 while linters, doc, GitHub actions use airflow==1.10.13, python==3.8. thus, in this commit, I intent to unify them as airflow==1.10.13, python==3.8
