New release

Since the PyO3 upgrade got merged, which allows for bcrypt to be used with PyPy 3.11, can we get a new release?

I think we maybe want to add pypy 3.11 to CI and wheel building before we release?

We should probably also add armv7 wheels for good measure.

@ngoldbaum was there anythign else on the freethreading TODO before we ship a release?

I think #955 finished everything, although if there are wheels for new architectures since I did that you may need to manually double-check to make sure there are 313t builds on those architectures.

Thanks. We haven't added armv7l yet, I just think we should :-)

If we get the pypy 3.11 and armv7l builds into the tests + wheel builder, I'm happy to cut a release.
