Update library argcomplete to version 3.5.3 and packaging always to latest version #106

I'm starting a side-project using pybricksdev and encountered a dependency conflict.
One of the libraries I'm using requires argcomplete version 3.5.3. The current version in pybricksdev is much older.
Also the pytest always requires the latest packaging version but it seems that pybricksdev 1.0.0 depends on packaging<23 and >=22
Could you please update the argcomplete dependency in pybricksdev to version 3.5.3 and packaging to the lastest version ?
