Doesn't really matter, b/c I can't get either NSRDB endpoint to work consistently for past 2 days anyway. See NREL/developer.nrel.gov#382 (comment) .

This is related to #1736.

I suppose "psm3-tmy-download" defaults to the latest v3 version. Given that we aren't expecting any more releases of the PSM3 (now that we have PSM4), I don't think this will be an issue.

@mikofski are you proposing we change it?
