Any reasons for not having MonadAff instance?

The one, I think of is to not add dependency of ps-aff, but if that's the case we depend on purescript-eff for only MonadEff, so why not depend on purescript-aff too? It's kinda wired that liftEff works but liftAff doesn't. Also if we don't want to add aff dependency, what about removing eff from dependencies?

purescript-eff is a core library, this lib is in contrib, purescript-aff is in neither.

Core should only depend on core, contrib should only depend on core + contrib.
