Add Debian 12 "bookworm" support

I have not the time to test ATM, but I think this is caused by:

puppetlabs-apt/.fixtures.yml

Lines 6 to 8 in 68c444c

which does not include (added in 4.19.0):

Nice, I guess some work on the PR may be needed depending on the merge ordering, but this is great!
