This adds support for the smallfloat instructions as they were added in Snitch [here](pulp-platform/snitch#256) and [here](pulp-platform/snitch#268). They adhere [to the opcodes file](https://github.com/pulp-platform/snitch/blob/f1018c55b484b1b03cb1541b241a21dd8a5294e8/sw/vendor/riscv-opcodes/opcodes-flt-occamy) also used in Snitch.
