Introduce quotas to prevent abuse

Some actors may create millions of records in an automated way which may destroy the business.

Some other actors may test the CC and charge huge amounts of cash.

We need to protect ourselves and our customers from unfair usage by adding quotas. These quotas should be easily lifted up by a request sent via E-Mail.

I'd say the foundation has been already laid off.

Need to add extra checks for all entities which can be created.

This ticket should also add the "Quotas" page (block?) to the team settings.
