[TASK] Tune development environment #11
Description
Make it easy to develop for sfi.ru:
- Clear documentation how to install Docker and get things running on different platforms
- Bring all commands needed to init frontend dev tools into one script, let it be init.sh for now
- Documentation how to init development environment and how to work with site: document Grunt script and other essential stuff
