Create new dictionary?

In the qt gui there's an option to create a new dictionary. I think it isn't possible to do currently in the console UI.

(which is nontrivial for some kind of dictionaries.)

I think it'd be quite reasonable to make new JSON dictionaries, beyond that I'm not sure!
