Enhance multivector support

Enhance the support of operation for the psb_x_multivect_type type.

• Implement dot products in all the combinations:
• multi-vector times multi-vector
• multi-vector times distributed-vector
• add CUDA implementation of these operation
• Create a psb_check_multivect routine analogous to the psb_check_vect routine
