When downloading rdf/xml owl file it is empty - zero size

To Reproduce
Steps to reproduce the behavior:

1. Go to my project under user SHribek
2. Click on Download - RDF/XML
3. Confirm OK and open the zip file, the file has zero size and is empty.

Expected behavior
it creates onthology export as for other formats - OWL XML is working
