Revival of #228. Adds a PrometheusRule to catch pods that have been OOMKilled.

Just noticed the comment at the top of the file. I'll cleanup this PR once it's merged in kubernetes-mixin.
On hold until kubernetes-monitoring/kubernetes-mixin#800 is merged.
