Update Commodore to use get-helm-4 script to install the Helm binary - #1266

This should ensure that the tests pick up the Commodore-managed external tools on systems where the user has elected to use the Commodore tool management but hasn't added the tools directory to their path.

With Helm v4.0.4, there's no diff compared to Helm v3.19.4 when compiling the VSHN Lab cluster
