Add node placement config for sveltos-agent-manager pod

Would be nice to be able to use nodeSelector applicable to sveltos-agent-manager.

This is applicable to Rancher RKE2 provisioned Windows clusters as without any nodeSelector configuration the agent workload may attempt to start on a Windows node, which fails.

This is already possible. sveltos-agent gets deployed by classifier and you can instruct classifier to patch sveltos-agent before deploying it. So you can add nodeSelector.

Helm chart allows setting the name of the configMap that contains the patch for sveltos-agent here
