• One exception to release protocol is I did not provide labels to the numerous JOSS PRs as I felt this would be a lot of noise due to the high number of associated PRs and reduce visibility on or other PRs and their contributions to Mesa.

-The JOSS paper and associated changes changes inspired in mesa that were not paper related were included.
