Clarify how to catalog co-created data

i.e. A dataset created and maintained by 2 agencies. Does it belong in 2 EDIs and PDLs. I think so, but what additional guidance would be helpful.

To clarify we have identified 3 issues with data attribution and ownership:

• Co-creation (This issue)
• Derivative Works See Derivative datasets #535 (now closed What to do if no contactPoint provided? #513)
• Cataloging Datasets (created by other governments/agencies) Clarify whether a Enterprise Data Inventory can catalog data created solely by other governments or agencies #390
