Add / Augment Scope and Nested Geographic Levels to 'Spatial' Metadata

Some users find it most interesting to understand the geographic characteristics of a dataset. Though a 'spatial' field may delineate the geographic scope of a dataset, there could be more specific information available within that would provoke more interest in the dataset, for example the geographic level(s) of detail embodied within (e.g., counties within a state, tracts within a county, cities within a state, etc.)
