[core] update pod count AW before preempting

Describe the Bug

We obtain a fresh copy of AW from etcd in the preempt thread but it could be the case that the pod count is not updated

Fire sample AWs with preemption enabled and check pod count status

before preemption, MCAD should update pod counts
