[core] MCAD with fast startup

Dynamic clients used in MCAD try to discover all resources installed on the cluster. The proposal is to turn off dynamic clients in scenarios where they are not needed inside MCAD. setup code initializes dynamic clients and they may not be used by downstream informers in MCAD.

This PR has been merged and by attaching a debugger to MCAD we see that the bootstrap speed has been increased.
