[CI] Make MCAD builds fast

We have MCAD builds that run for two modes: without quota and with quota management, Currently, the builds take more than an hour to complete, it needs redesign to make tests run fast that eventually makes the build execution fast.

Builds have been sped up on average they run in about 40 mins from the previous case which was 100+ mins.
