Update the simulated app to build with common Matter Config.

Summary:

• Currently when building simulated app, there is no targeted CHIPConfig file.
• When build, there are parameters missing for the simulated app
• This PR updates to target correct CHIPConfig file.
• Fixes https://github.com/CHIP-Specifications/chip-certification-tool/issues/762

• Validated that parameters were present
