[BUG] Remove the "for code review purposes only" text from the app clusters IDL #40587

Basically this text.
As per this commnent, the IDL is used for generating the Java bindings, so its purpose is definitely no longer "for code review purposes only".
... and the IDL is used in the rs-matter stack as well in the meantime.
