Reproduction steps

1、Use chip-tool commission matter device
2、Use awaitOpenPairingWindowWithPIN-API open commission window，Based on the callback's QR code payload string generate the QR code.
3、Use Alexa App commission by QR code，The result obtained is always "The device cannot be found." But Google Home app、Apple Home app scan QR code and commission fine.
4、Use Google Home App、Apple Home App commission device first and share device by QR code，then Alexa App commission fine.
5、Compare and analyze the two QR codes， the API-callback's QR code Without the "vendorId" and "ProductId" parameters，maybe the parameters is unused but Alexa app checked it

There are two issues here:

1. Technically, per "5.6.3.1. Presentation of Onboarding Payload for ECM" in the spec, if only a single node has an ECM window open with the given parameters the QR code should include the vendor and product id of the node. So technically openPairingWindowWithPINCallback is not doing the right thing here.
2. Per the same section, having VID/PID set to 0 in the QR code is valid if multiple devices have a commissioning window open with the same parameters, so commissioners have to handle this case. Alexa App not handling this is a bug in Alexa App and should be reported to them.
