[Platform] [silabs] align WiFi network join failure "Status Codes" in IEEE 802.11-2020

Reproduction steps

This issue is with respect to #26651, on failure to connect to network the status returned should align with the "Status Codes" defined in the IEEE 802.11-2020 specifications. Roughly, would require to pass along the status value from the WiFi management frame.
