Reproduction steps

  1. run chip-ota-provider-app on any platform
  2. pair with your controller (for example chip-tool)
  3. try to access the mandatory descriptor cluster on endpoint 0

You will see that there is no descriptor cluster present on the device

Since chip-ota-provider-app is used for certification it would be a good idea to have it spec-compliant
