[nrfconnect] Factory data generation enhancements (#22123)

* [nrfconnect] Fix factory data script dependency check

Run the factory data generation script when the passed
arguments or the script itself change, but allow the script
to overwrite existing build artifacts in such a case.

* [nrfconnect] Generate provisional CD

By default, generate provisional CD with dummy certificate
ID and version number when CD generation is enabled in
Kconfig.
