Implement Fire TV package planning

Summary

• replace the Fire TV target stub with an inspectable package plan written to firetv-package-plan.json
• include Fire TV manifest checks for leanback launcher support and touchscreen-optional compatibility
• expose APK artifact paths, Amazon Appstore submission command planning, device targeting, and dry-run ship metadata
• add focused tests for package-plan generation and Fire TV + phone targeting behavior

This is scoped to packages/targets/tv-firetv and does not overlap with the Android TV PR or existing open TV/desktop/chat/scale PRs.
