Remove dependency on `todo.txt` and automate `app/src/Base.java`

Added pull request that removes the requirement to change the Base.java when making a new release. Tested on my own fork, seems to work.

In the (Great) Gradle Transition, we should move to a different system, where Gradle itself includes these variables into the code somehow.
