Footer Chinese translation is not updated

Actual Behaviour

The Chinese translation of the footer is not updated since we added two names for the co-leads.

Expected Behaviour

Steps to reproduce it

We can check if the footer translation is updated in other languages.
Then, it will be useful to update how the footer is currently structured for a better Chinese translation.
Would be helpful to hear what @limzykenneth thinks on this.

The footer's template is not ideal for i18n, a few problems are:

• Hard coded punctuations
• Hard coded copyright "Info" link
• Reuse of footer4 placeholder where it may not be appropriate

It may be a bit hard to have one template that can accommodate both one and two project lead(s). I would suggest editing the template to a generic version suitable for translation and two co-leads, in the future if the number of project leads changed to one, we can edit the template to not have the extra field for the additional name. If the number of project leads increase, we'll need to revisit the template.

We'll need to review the current translations fit the template edits as well.

No specific process in this case, just getting someone familiar with the language to check if the translated strings need to be updated or not.

Just to note here for those updating the translation here, I've removed all the hard coded spaces and punctuations in the template so they should be included in the translations file now if required, also there are some extra strings added around the links, they can be left blank if not required.
