Refactor StateLabel to use Emotion

While writing the docs for StateLabel I noticed that I previously added a `scheme` prop as a work around to let the StateLabel be styled yellow since we don't have a `StateLabel-pending` yet. This was a hack to get the component to line up nicely with Primer CSS, which I think makes StateLabel a great candidate for refactoring in Emotional sooner rather than later.
