We ran into this issue, too, on a site for which WordPress is running under a sub-directory (i.e. in our case, the options "site_url" and "home" have different values).

In our case, although $_SERVER["DOCUMENT_ROOT"] was returning the proper value, it did not point to the actual root of the WordPress install, thus failing in loading wp-load.php.
