Bug: Flask 2.3.3 incompatible with Werkzeug 3.x versions
Upgrading Werkzeug to 3.1.4 while keeping Flask==2.3.3 creates a breaking dependency conflict. Flask 3.0.0 introduced the requirement for Werkzeug >= 3.0.0, meaning Flask 2.3.x is only compatible with Werkzeug 2.x. Werkzeug 3.0 removed/relocated APIs (like url_quote from werkzeug.urls) that Flask 2.x depends on. This will cause ImportError exceptions at runtime when the application attempts to start.
