Update production endpoints in an attempt to fix Russian player connections

Mostly making the PR for changelog coverage.

This change was proposed by a user and seems to work in limited testing, so it's worth a try.

Importantly, if this works we probably want to move bss as well before the next major release.

a lot of people can't update their stable client and can't connect to bancho since the version is too old, can that be changed also? (m1,m2,m3.ppy.sh)

Noted, I'll add it to the list. There's quite a few steps involved in making this happen so we'll be approaching one step at a time.

is bbr enabled on bm11.osu.ppy.sh? someone reported to me <100kb/s speeds.
the server is far away (>150ms ping) and even 1% of packet loss (weak wifi or bad routing) can drop speed to <100kb/s. bbr can improve that.

i was able to whitelist "*.ppy.sh" through my ISP, but only for DO ip addresses

i need you to simply upload osu!installer.exe to all bm*.ppy.sh and give me a link
