cocoeval.py that returns (and saves with an input savepath) the AP and AR for individual categories (and the average as well) and saves it to a desired location (implemented as a parameter in Params). Additionally, there is an AP@ IoU=0.35 that is output as well.

To install on windows, you have to copy-paste the folder 'common' into ./PythonAPI (while renaming the file 'common' into 'common2', or deleting this file).

Suggested solution:
sources=[Path('./common/maskApi.c'), Path('pycocotools/_mask.pyx')],

Not sure my comments were helpful.
To recap:

cd /cocoapi
pip install ./PythonAPI

works on Windows only with /common/ folder copied into PythonAPI
