This adds a step to the test CI task to also ensure that our Rust sources are formatted properly.
I want to add more static analysis runs like
clippyin the future, but it seems to always include the sqlite-nostd sources which are all over the place and don't pass most lints - maybe that can work if we use git dependencies for them instead of a submodule. But checking formatting is a first step I suppose :)
