Creating a New First Workspace by Dragging Windows in Overview Breaks Layout

Issue/Bug Description:
Using the mouse to drag windows between workspaces in tiling mode is broken.

Steps to reproduce (if you know):

Expected behavior:
As displayed in the video, dragging one window over to another workspace should not move two windows, only the window I actually dragged.

In testing, I'm seeing this with three windows. If I only have two, it appears to work correctly.

For me it only occurs when: dragging a window in a new workspace before the first workspace
