Make the git-creds module dependent on the completion of the Argo Pilot bootstrap.

There is an issue deleting the argocd namespace with Terraform destory. We shouldn't
create the git-creds secret until after auto pilot bootstraps. Then we won't have to
create or delete the argocd namespace.
