[FEATURE] Update script to parse summary of business data processed data into the state level summary needed by crop insurance for 2014-2023

Describe the solution you'd like
This is related to #144. Once we have the summary of the summary of business data at the county level, we can update the script to aggregate the summary to the state level data we have for crop insurance and compare it with what the research team provided on box. See ci_state_year_benefits 2014-2023.csv. We should be able to generate that file and match the data it contains. Once we have completed that and verified the script is working correctly, we can create ci_state_year_benefits 2014-2024.csv.
